1. When, over time, governments and institutions cannot do what they should be capable of doing to bring peace and prosperity throughout all the world for the betterment of humanity, then, new solutions should be sought to further advance civilization towards a goal of a better world for all.
2. Solutions to address the complex issue of world peace require thinking that may have to flow against the current of conventional international wisdom; that the world should be divided with international borders defining a rivalry amongst nations and fostering a world of haves and have nots.
3. The evolution of humanity has demonstrated many times over throughout history how the people of the world have benefited from the interdependent nature of our existence.
4. However, with all the resources available to the people of the world, including intellectual and economical resources, it may be observed that the quality of life for the general human population throughout the world has not advanced in any near proportion to the quality of the technological advancements made.
5. Something is wrong when civilized nations and their leaders fail to take the necessary steps to address the needs of the people for the sake of the people and the stability of the world in a timely fashion.
6. There has come many times throughout human history when individuals, despite sovereign or government control over them, have taken the initiative and necessary steps to better their lives, although sometimes at great cost and against the wishes of those who govern them.
7. At the beginning of the 21st century it is believed, by some, that such a time has come to define steps to be taken and acted on to direct the world towards a better course of advancement and therefore, it is the declaration of The United World Federation and all of its members, both now and in the future, that a world-wide political party be founded, promoted and built to provide the leadership, and the opportunity for its members to participate in continually improving the quality of life for all of the people of the world, by speaking with one voice, but separate from any governments, on behalf of those in the world who have the following common goals:
I) To end human suffering brought about by poverty, famine, war, crime, hatred, religious or cultural differences, fear and any other affliction brought on by nature or other humans.
II) To co-ordinate peaceful world-wide demonstrations to deliver messages to world leaders that the people have the ability and the right to effect positive change and that they must be listened to.
III) To effect international public opinion to direct nations of the world to adopt a code of conduct that all national leaders and governments to adhere to.
IV) To have members of The Untied World Federation participate in open public debates on the street, at town hall meetings, symposiums, lectures, conventions or at any other public events and in all facets of media presentations in an effort to publicize and promote the ideas of world unity.
V) To elect representatives into national governments.
VI) To form majority governments for the purpose of negotiating the elimination of international borders and the merging of present day countries into one world-wide federation.
VII) To create a World Constitution the reflects the dreams and aspirations of the world's people for a fair, just and secure way of life.
In support of the common goals of The United World Federation, we, the undersigned, declare and agree that we will endeavour to work towards a better world for all in the spirit reflecting the intentions of this document:
